This is a 19th-century (c1860) Victorian double folding quill pen cutter - the slender blades designed for cutting quill pen nibs to shape.
High carbon steel blades.
Bone handled. Free from monograms.
Brass liners and pins.
Fully working. The blades are still thick (not flimsy). Hinges are sturdy with strong snaps.
The main blade has two-sided cutting edges, please beware when handling the main blade (last image)
Carbon steel, which unlike stainless steel, can be ground to a very sharp cutting edge. Early/antique folding knives were made using carbon steel.
